So when I start up ME2 the screen goes completely black and nothing happens. For a while I thought the game froze up. I Alt Tab'ed out of the game and noticed a worning screen had showed up.
" The map specified on the comandline 'Files/Mass' could not be found. Would you like to load the default map instead?"
I can say OK or Cancel
Cancel closes the game. Pressing OK will bring me back to the black screen. I can now hear the Bioware logo music playing, with the screen still dark. After a bit the press start to continue screen does show up and I can start the game. So I do have access to the game but would still want to solve this problem.
Thanks.

It doesn't seem like too much of a problem since the game plays but I would like to solve it.

I have the same problem, usually it appears when I start the game from the new Mass Effect 2 Launcher. Another strange thing with the startup is the absence of the splash image, the picture file is in the directory structure of the game, but, it doesn't appear on screen.

It appears that not one of the entire group of gamers who have made comments here in this thread have taken the time to read Chris' pinned thread about how to write a message reporting a problem. Which of you wants to try that first?

OK, The official report:
When I startup ME2 the screen goes completely black and nothing happens. For a while I thought the game froze up. I Alt Tab'ed out of the game and noticed a warning screen had showed up with the following message:
The map specified on the commandline 'effect' could not be found. would you like to load the default map instead?
The Cancel option closes the game. Pressing OK will bring me back to the black screen and then the game starts with the BioWare video sequence, without the prior splah image.
I have the Mass Effect 2 STEAM version, completely verified with that client and my system specs are:
AMD Athlon 64 x2 6400+
Asus M2N32 SLI Premium Vista Edition
OCZ DDR2 8GB
Seagate - Maxtor HDD 500GB
EVGA GeForce GTX 260
Auzentech X-Fi Prelude 7.1
Windows 7 Ultimate 64 bits edition
Thanks for your time.

Steam offers an on-site diagnostic that will locate any missing files that didn't get installed, and add them to your setup. Have you tried using that?

Thanks for your quick answer Gorath Alpha.
I used the option that verified the integrity of the cache file and this test pass without problems.
