I don't think Inquisition is the type of game that could make good use of a Hearthfire-esque DLC
The dungeon they at least explained - there's a codex down there that talks about the structure not being capable of supporting construction, or something like that. Besides, it's the dungeon. I think the idea that the prisoners of the Inquisition ending up falling to their deaths is not the top priority in reconstruction efforts. It's a prison, not a motel.

Nor does the room above the bar that is kinda-sorta-not-really your bedroom, and somehow is your bedroom. Those who romanced a certain inner circle member know to what I refer.
I would honestly like more outfits for the Inquisitor on Skyhold, because I'm getting tired of my Qunari's face and head clipping with the collar. Really messes up good screens.
