All that work in the regions would pay off big in the post-game. (It could be DLC or something.)

Inquisition already has a lot of the ground work. A bunch of regions littered with stuff, some even have forts you can take (re-take; think of the potential). The ever overabundant Power could become a vital currency against this new foe. I don't know who they'd be... obviously not Cory and his gang. I'm just spit-balling ideas.

So to lay it out. You combine the War Table, the Power mechanic, and the multi-region game world, in a turn based chess-like battle against an ever persisting enemy. You spend Power to defend/fortify regions, you yourself can only be in one place, fighting one battle at a time. There could be a MassEffect2 suicide mission mechanic in affect where you can allocate party members to defend regions or forts against attacks--though they wouldn't die if the stats don't work out, they'd just retreat to Skyhold, might be injured for a turn.

Taking another note from The Lord of the Rings handbook; we find ourselves on the attacking side of a siege multiple times throughout Inquisition. At least one of them is scripted. Imagine a Helms Deeps style fight to defend one of your forts in the world? If you lose the battle, the enemy take the fort back. You can of course take it back later. Not sure how this ‘war’ would ever end, or even if it should.

Perhaps you could introduce a morale mechanic. Lose too much of the world too quick, the soldiers don’t fight as well. Fight at their side in the regions, and they’re work five enemy soldiers… that kind of thing.

I don't know, I don't think I'm explaining this very well, but I'm sure you can scratch together an idea of my idea. I think it would be fantastic as post-game content. You, however, may absolutely loath the concept. Either way is fine by me.
