Whenever I scroll out with my mouse wheel it pauses the game. This happens every couple of seconds or minutes and makes immersion impossible and the game a laborious chore instead of a fun break. I can't find where you can stop stop touching the mouse wheel from pausing the game - is there such a feature? If not, can this be fixed?

If you scroll out far enough, it triggers the tactical cam. I think you can change it to where it doesn't auto-pause though.

Yes, you can change it. As Natashina says, there's an auto-pause on the activation of the tactical camera by default, but you can turn that off (I did before ever playing the game).

You can also disable auto-pause for AoEs as well, if you prefer something a little more real time.
