I collected the five skulls and returned to the Auger. He said I needed to find out more i.e. the three veil fire runes where Gyda Myrdotten is. Trouble is before I got all the skulls while hunting up another quest I turned up there and Vivienne just happened to have a veil fire torch in her hand. I examined the three runes at that time and got messages about codex entries. Later after I got the five skulls and went back to Auger I'm unable to progress. I went back to re-examine the runes (veil fire in hand) and they didn't have the red 'you've read me marks' on them. When I re-examined them they got the 'you've red me marks' but nothing showed up i.e. no codex entry info popped up. I went back to the Auger and got the same 'go check out the runes' message. I've checked through my codex entries and there doesn't appear to be anything that fits the codex info that popped up the first time I read the runes. Anyone else have this issue? Okay, thanks. I haven't bought the DLC yet, because I've been keeping an eye out for threads like this. I will buy the DLC, but I'm holding off until after the end of the month. I'm also on PC using Win 7, so I appreciate the heads up.

I examined the runes as soon as I was able, before starting the quest and not knowing it even existed. I doubt I can do anything with it either. I don't know how I was supposed to start it or what to do now.

This is from the Wiki entry for the quest:
'Acquisition: Automatically obtained upon finding an artifact in the Swamp Kuldsdotten area located in the middle of Frostback Basin.
Walkthrough: Collect five enchanted skulls scattered around the swamp. Head to the Stone-Bear Hold to speak to Augur about the skulls. He will offer to tell you more about the magic that Jaws of Hakkon are using, but requests that you first familiarize yourself with Avvar magic by examining the veilfire runes in the hold.
Light the veilfire in the Augur's hut and head to the northern part of the hold, where Gyda Myrdotten prepares the bodies. There are three veilfire runes which reveal more information about an Avvar ritual, unlocking respective codex entries. Return to the Augur to discuss what you've seen.'
I did all that after I had already examined the runes with veilfire. So if you haven't already first thing is get the skulls then talk to the Augur. Good luck!
