Can you actually get into the main tower??? I've tried but can't find an entrance anywhere. No access from the garden, the ramparts above the garden or from inside.

The "main" guard tower is the smaller tower below the tower you're thinking of (it's not the tower where your quarters are, unfortunately).

I mean the one you build as an improvement to Skyhold and choose between a mage or templar tower.

Yeah- the tower and its door are right to the left of the tripod where you choose what type of tower it will be. It's pretty underwhelming though

It was actually very disappointing, as was all of the upgrades to Skyhold.

It was probably down to the limitations of older consoles. They did comment that a lot of things that they were planning to add had to be curtailed due to memory issues on last gen consoles.

I think it's the next building after the tavern if you're heading from Cullen's office, just to the left of where you found the tripod for the upgrade.
