I tend to use Liara and Garrus as a Vanguard, and I'm conflicted over their ammo powers. Should I stick with Cryo Ammo for both of them, or have them use their respective ammo powers (Warp and Armor-Piercing)?

I'd say go for Cryo Ammo and put points in other powers for Garrus and Liara. Cryo Ammo has Damage Combo evolution that pushes armor weakening to 50% - equal to that of Enhanced Warp Ammo. The only thing Cryo Ammo misses is the bonus damage against armor. Against health, the Damage Combo evolution mentioned above grants +50% damage against frozen enemies. It also provides crowd control, especially when paired with weapons like Scorpion/Viper.

Squad Cryo Ammo would be better for crowd control. I avoid speccing into Liara's and Garrus's ammo powers when I play as a Soldier, infiltrator, or Vanguard, since I can provide them with the better ammo powers. Incendiary, Disruptor, and Cryo Ammo are better than AP Ammo and Warp Ammo since they provide crowd control and can prime explosions (fire, electric, cyro).

 

As a Vanguard, you may want to consider speccing Incendiary Ammo into Squad Bonus at rank 4 to give everyone in the squad Incendiary Ammo. Most of your damage is coming from Explosive Burst at rank 6 anyway, so you will not miss the little extra damage at rank 4. (You are using Explosive Burst, right?) That will give everyone in the squad a chance to prime fire explosions.

 

Either way, either Squad Cryo or Squad incendiary Ammo is better on Liara and Garrus than AP Ammo and Warp Ammo.
