It's a bit odd, especially if you just kinda stand there for minute or so when you should hear the entire conversation. I've noticed this mostly in skyhold's tavern and the crossroads (hinterlands).
Curious, why are there so many npc conversations that are just 'ending'?

Ambience. They exist to convey a dynamic environment that doesn't revolve around your character.

Oh... never seen conversations cut off randomly. Have any particular examples OP?
I'm fairly certain that different conversations override each other (had to reload several times because banter or NPC dialogue was cut short), so it makes sense that it could sometimes occur in relatively congested locations.

Sometimes figuring out the implications of a cut dialogue has more impact than hearing it outright.

These aren't actually real conversations...they are just random, generic sentences without any context spoken by NPCs to create the illusion of conversations going around you. Said illusion goes poof as soon as you wait for a reply that makes sense from the character seemingly being spoken to. The same context free comments happen in the war room between your advisors. "Did you have any trouble?" - "No." - "Let me know if that changes."

Well, at least not all NPC conversations are like this, since some of them sound a bit meatier, like the dwarf talking to some human about mages or elves, and the NPC's in Skyhold's main hall that go on about the Inquisitor's romance.

One thing I have noticed since my first playthrough on PS4 is that the amount of party conversations while on "missions" has decreased significantly. I don't know if this is a bug or due to the upgrades in the game. Anyone else notice this?
