Whether it's WoW, SWTOR, TESO or Guild Wars, you're guaranteed to find your fair share of crap.
The progression of the SWTOR forum community has been interesting though. I like to joke about how BSN is cancer but the SWTOR community makes this one seem pretty tame at times.

Every community has their elitists.
On the WoW forums, there's a group of people who think they're better than everybody else because they played during vanilla(otherwise known as the game before any expansions came out).

If the content of the general chat is anything to go by, rage-filled douchebags are vastly over-represented among the subscribers on SWTOR, so it's doubtful that the tone of the forums would be harmed by the change.
But it won't happen, and it has nothing to do with the subscribers' desires. It's a question of reducing the site population/traffic, and limiting overhead by reducing the number of staff running SWOTOR and the site. That's the same reason they will not offer any kind of tech support, or even communicate with F2P players in any way shape or form. To do so, they'd have to hire more tech support staff, moderators, and site administrators.
That's not to say that the opinions of the subscribers on the issue isn't troubling, if it is indeed as hostile towards non-subscribers as you make it sound. But their opinions are irrelevant, because they will never have any impact on the decision of whether or not the forums will be accessible to non-subscribers.
To a much lesser extent, TBF have been constructed and managed with a similar goal in mind - to reduce traffic on the site and limit access. Many forums are read-only to members who do not have a paid copy of the game associated with their account in some way, for example.

It's because the forums would be filled with constant spam posts, such as those by gold sellers, as is the case with general chat since the introduction of F2P accounts.
Secondarily, allowing people to make unlimited new accounts for posting purposes is a spectacularly bad idea for any game with pvp content, for obvious reasons.

Then you need to wait a week or months, so the mods can do a careful check, involving, checking your teeth, bobbing your scrotum and decide whether you're yuppie enough to gain access.
