Every time I go into a menu or even talk to people that doesn't start a cut scene, whoever I am active as in my party starts attacking constantly and to stop it I have to go onto another character and get them to start attacking constantly. How do I fix it?

Check your key bindings is all I can say. Or repair the game files.

You have a corrupted save probably some inconsistency between the profile and your autosave, however there are several other triggers for this behavior that deal with game space and NPC interactions involving quests that have become "open ended" for one reason or another and tie up other NPCs and this affects the game system badly.
Try an earlier milestone save
