To change sound format go to Sound options, under first tab you have your devices listed, click on your device, properities, advanced tab - here you have available sound formats.
Edit:
Ahhh, for what I see (Yoda's post!) It looks like I'm right. You need to change sound format and I'm quite sure any lower one will work. You won't see the diffrence, I'm sure.

My sound is already set to 16 bit 44100, still having the same problem. This solution may work for some, but it doesn't work for everyone. I'll keep cycling through to see if I find one that works every time, and then post my results.

Few times I experienced that (and yes, only in few games) and it always were the same problem - drivers. Try diffrent drivers for your sound card and motherboard, install newer if there are any. If not, try older ones [edit: but only for sound card!!!] (you can always bring your old drivers back). You can also try disabling special sound effects (that perchaps you card does not support) in ME2 options.Gotoma wrote...

Having issues with dialouge being cut off prematurely, or missing all together. Most common issue is that the last word will be cut off.
Win7 Ultimate x64
Realtek HD Audio Drivers
All drivers up-to-date.
Tried alot of suggestions reccomended by this thread.
Ran as admin
Ran in XP SP3 Compatibility mode.
Re-installed drivers.
Ran sound quality as CD quality. 16bit.
Other Bioware games run fine without an issue.
Off reading these forums, this appeared to be an issue for realtek drivers in ME1?
They changed a part of the bioengine.ini file to force it to use a certain amount of channels?
Don't know whether something similar could be done here?
Any suggestions?
Got this game the other day and I want t enjoy it fully.

Off reading these forums, this appeared to be an issue for realtek drivers in ME1?
Experiencing the same issue, as reported here. I guess Realtek drivers are not the problem, as I own a Creative X-Fi sound card.

I also have the same issue with the sound randomly cutting and crashing back. I've used 2 seperate sound cards and a variety of drivers, as well as a lot of other troubleshooting steps.

Also the audio goes out of sync in some/most cutscenes....
VERY annoying.

Q9550 @ 2,83GHz
2x 2048GB OCZ DDR2
Asus Formula Maximus II
8800GT 512MB
SupremeFX X-Fi (used for sound)
X-Fi XtremeGamer (used for mic)
Drivers are all up to date and I do not have any problems with other Games like Dragon Age, Bad Company 2, etc, etc.....

Fixed it by setting the sound settings to Stereo, running config, setting sound settings back to Quadraphonic, and running config again. Weird.
edit: Encountered this again. Fixed by simply running config, letting it scan the system, and save.

For the speeches being cut off & audio getting out of sync in cutscenes, a fix was given in this thread: it comes from CPU overclocking, and getting back to stock frequencies worked well for me.
Hope Bioware gonne fix that in a patch, so users can run their hardware at the speed they want... In the meantime, I found using the nVidia system tools (nForce users only) to load a custom, non-overclocked profile when launching ME2 was a good workaround.

The 'crashing' sound it makes when it comes back is just extreme in Dragon Age; I really have to rip off my headset because its so unbearably loud. Its still bad in Mass Effect 2, just not as bad.
I currently am running everything on stock speeds, Ive tried the latest drivers as well as several older drivers, both for mobo and the x-fi
