Wouldn't you get sick of sitting on the sidelines the whole time watching your teammates have all the fun?
Seriously, though, Dragoons are major pushovers (unless there's 3+ in cqc with you...then things might get hairy). They're easy to hit as they approach and you can usually sidestep them at least once before the hornet **** hits the fan.

Banshees..... the second most annoying unit in the game (outside of collectors and second to bombers) There is no way to CC banshees at all (Other 'bosses' can be hacked or stasis-ed... and I hardly consider a brute a boss), there is no easy way to put distance between you and the Banshee, and Banshees don't set off traps 9 times out of 10.... The only reason they aren't as annoying as bombers is the fact that you KNOW when a banshee is coming and you KNOW if it is coming for you, as they are the single most obvious enemy in the game (the atlas's smoke at least allows you to hope its a centurion)... and bombers get my top spot because they are hard to see (I can see cloaked phantoms easier than bombers), impossible to avoid, and very hard to avoid damage from...

Dragoons, in and of themselves, are not the problem.
The problem is that, on gold anyway, you get 2 'goons + 1 Phantom together (or multiples thereof) - this means you can have all the fun of 'goonstagger > shanked. Happens with Atlas rockets too incidentally.
The best tactic; take a Krogan Soldier with a Striker and Incendiary rounds - stagger, burn and nuke the whole frigging faction until you feel better! It is also perfectly acceptable to use Cobra missiles on Turrets.
Because they have by far the most satisfying headsplats?

I don't think there's any faction that's problematic or frustrating. I mean, the game is easy as it is.
Neutral good: Dragoons were added to make all enemy factions more versatile and challenging for players.
Neutral: Dragoons were added to prevent or at least make Cerberus camping more difficult. And for good reason (Stasis effect with Cerberus).
Neutral evil: Dragoons were added simply to irritate us all.
That being said, this whole Dragoon issue could be worse. Like it was just after they had added it. You literally got nearly endless waves of Dragoons make suicides runs during certain gold waves. Ad that was because Dragoon spawns were yet capped per waves. Luckily they capped the though.

Sending troopers flying with krogan heavy melee or exploding a phantom's head with the claymore are both good reasons to pick cerberus, as far as I'm concerned.
OT : Goons are easily dealt with most kits. They will always roll when you shoot at them, and thus they will become perfect targets. On the other hand, they are a pain in the ass if you play a low HP kit, mostly because of their frelon.
All in all, it was not a bad idea to add them to cerberus for the reasons (a stasis proof unit, fast and resilient to flush the player out of cover) others bsners have already mentioned. The problem resides in their ability to insta-switch from melee to frelon and endlessly spawn during objectives waves.

Easy or difficult isn't really relevant to me here ... Cerberus are just basically not a whole lot of fun; there is not one single Cerberus unit that doesn't irritate me in one way or another.

I very rarely play cerberus now anyway, so that detail like that wouldn't change anything.
