California is strange to me

I've never been to California, so I can't say for certain, but I keep hearing about how it's one of the more progressive states in the U.S., what with the legalization of weed and gay marriage, etc. So it makes me scratch my head to see this:

A proposed act that, if passed, will make it legal to outright murder "sodomites", and will impose a $1 million fine on people who display or give out "sodomistic propaganda" to minors. I'm not sure how people vote in California, so I'm not sure this proposition will even reach a voter's booth, but it baffles me to even be aware of its existence. At first I thought it was a joke article on a slow news day, but no, the bill is real. I read all of it. A link to the bill (in PDF form) is available on the article.

My first thought is that the lawyer wants attention via controversy, just based on the absurdity of it.

 

Although even in the most progressive areas you're going to get people who still are the opposite of progressive.

My home state (or as close to a home as someone with my upbringing has).

 

On the other hand, there are a lot of whacko bills that exist. They're just bills. Nothing serious.

 

Cali is more conservative than a lot of people realize. They're still a strong blue state, and will be for the foreseeable future, but they have their conservative base there. Mostly rich people.
