I've gotten all but one of the letters for this quest. I had trouble finding the last one, so I looked up a video walkthrough: https://www.youtube....h?v=xGvQt-jA0fI
It turns out the letter this person picks up at 10:46ish, in the Western Ramparts, is simply not there for me. The quest is incomplete, the map has the marker that indicates I need to look for it, and I have not picked up the letter, but it's not lying on the sacks and when I search there's nothing on my radar to indicate it is there. I have tried turning the system off and back on, leaving and reloading the area, etc. No letter.
Reloading isn't an option because I am 50+ hours past a save before the Exalted Plains were opened, but is there any other solution? Does anyone else have this issue?
