I recently saw the whole Jecin & Celeste subplot in the Keep. I've never seen the two and all of my four playthroughs so far. How can I meet the two and have that side quest? I really have no clue and there's no video on them on YouTube.
It's a serise of War Table mission on the Orlaisian side. All of them have the preface 'Alliances'.
Do you have to do something special in order to unlock them or does the first simply appear over time?
Are the two the couple you can possibly meet in Val Royeaux who are getting married?

The first one is after you complete either Wicked Eyes and Wicked Hearts or Here Lies the Abyss. As far as I'm aware you never meet any of characters.

You can talk to Jecin & Celeste in Val Royeaux, if you arranged a marriage between them...
I had no idea you could go meet them until very late in the game. I didn't know that's what the alliance missions would add up to. I convinced the noble and Celeste to have an open marriage of politics and convenience and for her to take the guy she loved as her lover.

I had no idea you could meet them. I took the elopement route, so I think they ran off to the Free Marches in my game.

why is this not opening up on my keep?
what is the path to make sure they open up?
There is quite a long string to complete this and if the wedding is likely to go ahead, it may be you actually need to attend it in Val Royeux for it to open up in the Keep. They are on the first floor and I don't think there is a marker for them, you just have to look around.
However, the Keep doesn't always open up properly. There are several quests I have done that it has failed to register. The whole Sutherland string is another one I can think of. May be it has to do with being War Table missions. So go to the right hand menu and ask it to show spoilers. Then you can go in and manually alter the Keep to reflect the fact you have actually done it.
I always have them marry for love.

but i broke them up and got Celeste to marry for power.

Then I suggest you do go in and alter in manually since it is obviously not registering in some way. I must admit I'm not sure why it was included in the Keep anyway. Is the outcome of this war table mission really going to be that important down the line?
