i have a soldier and i am now able to give him one extra ability. the choices are fortification, neural shock, and warp ammo. which is the best and why?

Warp Ammo, unless you're dying a ton, in which case Fort.
Though if you want more active abilities Neural Shock would be fine.

i was thinking fortification because in me1 i loved just walking on my enemies and i can't do that here. what exaclty does warp ammo do that makes it so good?

It's effective on everything, maybe not shields.
Makes it very useful on -ASSUMING CONTROL-

I used Armor-Piercing ammo. And I've tried both Warp and Armor-Piercing, AP is better IMO. 20% more damage than Warp too, if you max it out.
Shields and barriers...that really doesn't matter later in the game.
You really don't need fortification or anything like it. Upgrades will do it for you. Plus, your enemies can't rip your shields away if you shoot them dead first now can they
Just a minor spoiler in case you didn't know, and I'm sure this one you wouldn't mind (it's more a game mechnics spoiler), you can upgrade advanced training over and over.

I've not toyed around with fortification nor neural shock, but I used Warp Ammo for quite a while. You could alternatively choose to keep Jack with you all the time and upgrade her to squad version of warp ammo. Also: unlock new powers by completing loyalty quests, and assumingly having them survive the end mission.

That is with Advanced Training, but you can redistribute your skill points.

wait i'm a little confused. once you choose to retrain and reallocate your sklil points you can choose a different extra skill? or you can just reallocate points and the extra skill you chose stays the same?

There are two upgrades, Retrain allow you to re-stat, Advanced Training (upgraded again) allows you to pick the bonus talent again (erasing the old one), and of course you get your points back. One upgrade only does one thing. Don't over think it
