I change the flags in Heaven for Dalish Flags, they aren't working.

 

They appears in form of a "stick" no flag, ¿can you check this out please?

 

I really wanna use the Dalish Elf flag in my inquisition.

Do you mean Skyhold? I was under the impression that you couldn't change the appearance of the Chantry in Haven...

You have to find both the Banner and Banner Crown in the field. The Banner Crown is found in the Emerald Graves but the actual Banner I don't remember sorry

Dalish Banner Crown: Complete the "For the Empire" quest in the Exalted Plains.
 
Dalish Banner: In a shack close to the entrance of Argon's Lodge in the Emerald Graves.

Yeah, not broken. I thought the same at first, because I selected the Dalish banner and they didn't appear on the poles for the longest time; once I found all the parts for the banner, it showed up.
