Thats the problem Russia faces, NATO is right on top of them. They have no choice if war breaks out but to nuke EVERYONE. They cant win a conventional war, they dont have the technology, the population or the money to fight NATO, and if they launch nukes the world is over anyway. So the location being near them is of little concern. So yeah, the whole point of nukes is total doomsday.
