I am considering skipping the Admiral Koris mission but there is an Assault Rifle thermal clip mod there I would like. If I do Priority Rannoch without doing the Koris mission, will this mod show up in the Spectre kiosk for purchase the way quest items missed during a mission do?

Nope, it won't. You'll get stuck with level IV mod until you get the remaining one in New Game Plus.

Yes it is quite unfortunate that weapon mods like this don't drop in the store.
On PC there are ways to add things to the store, but afaik there isn't a way to do it perfectly such that it disappears when you buy it.

Why would you skip this mission?
I can't really speak for Cap'n'Gown, but when you've played it so many times sometimes you want to try something different and get alternate outcomes/dialogue. That sort of thing.
But like I say, that's just me.
