Near the entrance to skyhold theres a bugged exclamation mark in a tower. It says Cullen but Cullen is not even in that location and when I do talk to Cullen he has no quests. Everyone else have the same problem or am I missing something?

It can happen, it usually is when he's off talking to Cass in the progression of his blue problem quest. Did you try leaving and coming back to force the soldier that's suppose to spawn there, spawn?
There's another ! bug too, but it pertains to the trainers who show up to teach you your class.

I have saved and reloaded a few times but I've never actully left Skyhold yet.

Oh damn
I read that there's a certain bug where if you don't talk to the soldier before doing something else (I think advance the main story?) then the soldier despawns.
Don't know specifics so sorry if I'm not being helpful but yes this is a bug.
Check the forums/reddit for any possible solutions.

I had the same problem early in my game after acquiring Skyhold, I climbed up & down, round & round and never could find Cullen. Finally I just got annoyed and went and did other quests. At some later point in my game (don't know how long) after I had left the Keep & returned several times, I went to talk to Cullen in his office and the quest triggered. So eventually it will work, just try to ignore it for awhile and periodically check back with Cullen in his office.
I've had 2 other quests with the (!) mark that wouldn't trigger or clear. One with Frederick (that eventually completed after patch 5), and one with Keeper Hawen that still won't clear. There seems to be a few quests that are overly sensitive to the sequence of events that you preform to make them work properly. And it is very few, but when it happens to you it's still annoying.

I think the latest patch or patch 5 has something to do with it....i have noticed highlighted exclamation marks in various locations which turn black if you click on them..rendering them useless....and not just in Skyhold.

what about the dam merchant symbol appearing by stables? there is no merchant and stables are clearly marke via other symbol so what da hail. Blackwall planning on opening up some store to sell grey warden insignia?

There should be two markers:
Stable Marker = Where you select mounts.
Merchant Marker Near Stables = Where you purchase mounts.

There is a sign post that is a horse merchant.

There are 3 merchants located near the stables.

It can be if you didn't accept all three rogue specialization trainers. That happened my first playthrough, I started the Tempest quest, then changed my mind and started the assassin quest. After finish there was one ! near the stables forever

I purposefully do this; I'll put up with the extra "!" if it means I don't have to listen to the unselected trainers whining every time I pass by them.

Since we've kind of went to specialization trainer bugs, there's a bug with the Artificer, if you pick him, then Varric will always say so I see you're working with Three-Eyes, and the option to pick why you picked that skill won't ever go away. It doesn't stop his trigger convos, which go into the mini-cinema scenes, but it stops him from making the other observations about your progress, plus it's very annoying.

The exclamation mark in Skyhold Tower saying "Cullen" appears when his quest is already available in theory but you are early in the game and therefore he is still in the courtyard.
It's enough that you progress the game until he takes his place in the tower.

In a no spoilery fashion...
Try to speak to everybody in Skyhold. Companions, interactable NPCs, go to every location in the Hold, check everything.
If a character is listed as an Exclamation Point, but they are not there, it may be because they are going to be involved in a Cutscene somewhere else in Skyhold. They'll return to their usual location once its played.
I'd also avoid fast travelling out of Skyhold by Map, rather than through the War Table. Because sometimes this can stop Cutscenes from triggering.
For example my wife had a problem whereby rather than getting a Sit in Judgement cutscene after activating the Skyhold thrown she was stuck in a loading screen for 4 minutes before being returned to the Great Hall with every NPC in place for the cutscene, but utterly unable to progress. Nobody in Skyhold could be interacted with at that point, not even companions in other locations. The came was in a total deadstate.
She reloaded to the last Autosabe over and over, but the same thing happened.
She reloaded an earlier manual Skyhold Save, went out through the War Table to a location at random, and returned. When she did a cutscene triggered as soon as she arrived back at Skyhold. A cutscene which should have played hours earlier, but because she kept coming and going between locations through the Pause Menu Map it never fired correctly.
This is why we always make multiple saves. ![]()
