Because I finally found a kit to use it on. Volus Merc.

 

Sure Adren mod is always the best choice, but stuff like that is always in demand on any kit. And on the Volus Merc I actually want that faster cooldown with some weapons as the Harrier X.

Voluses too. They don't benefit much from a power amplifier module (engineer excepted) and using a PEM allow me to compensate for the absence of a cyclonic. I may also use a PEM if I'm using a power dependant character with a heavy weapon, but that's pretty rare. I generally have 255 PEMs in stock.

Only on my VolSent when using spitfire. The difference in shield boost cooldown is about 3 seconds so it "almost" makes sense. Never used them on any other kit.

Any powers-based kit that I'm designing around fast combo's.

 

It's one of the rarer mods I'll use though. Although not the rarest by far.

 

I used to dump it on the vanilla human adept but I dump Power Amps on em now instead.

 

I typically like Cyclonics or Adrenaline on my Volsent. But as you said, what kit doesn't?

Claymore Novaguard. Sometimes on the Claymore HA, or any Adept I'm running with Expert gear and SMG (usually Hurricane or Hornet).

Never.

 

I don't like using heavy weapons willingly on power intensive classes, so there's no need for me to use a power efficiency module. 

 

And when I do need to reduce my recharge speed by a small bit (eg. ACA, etc.), I use expert package or structural ergonomics or omni capacitators because I am not willing to sacrifice power amp module for a an efficiency one.

Cyclonic is the best equipment on the Volus IF you're on host. You're likely never going to die if you play him right and you have cyclonic on. Off host it's still good but sometimes shield boost gets a little buggy.

 

 Power efficiency I've used a few times on the Justicar if I were running a BW or something heavy like that or on the Awakened Collector with the Venom. Generally on really heavy weapons that I shouldn't be running on the character like if I get a Lol Spitfire Fury in the randomizer but generally you're going to use them with heavier load outs or with longer CD powers for the best returns.

I use it most often on the Human Engineer when I'm using a moderate weight weapon.  Incinerate is the most cooldown-sensitive primer on the game, and an improvement of a few tenths of a second can make a huge difference in detonating combos consistently.  For example, I often use the Executioner with Heavy Barrel on him, and I use the Pistol Power Amp and Power Efficiency Module instead of ULM and Power Amp.  The end result is about the same.

 

I occasionally use them on Infiltrators too.  I know, I know, cooldown "doesn't matter" on an Infiltrator.... but it does sometimes.  If you use Cloak for defensive purposes, the cooldown is really long.  Plus, I don't like using Cyclonics or Adrenaline Mods on Infiltrators because they have Cloak for aggro dropping, and none of the other armor mods are really that helpful on most Infiltrators.

Special note to this answer which is the most correct answer out of all the answers.

Volus vanguard needs some punch with his weapons and emergency charge/shield boost at all times.

I haven't used them for ages. Would maybe use them on a Claymore Shaman, but then again, why not Adrenaline.

The Randomizer dealt me a Vanilladept/Claymore a few days ago, and I used it then. 

 

Otherwise, I never use em.

Because Krogans love their overkill. And detonating one or two more BEs on warped and shot enemies with only a bit health left is a good way to secure the overkill.
