Remember each point of Strength is 0.5 attack, as but only for warriors. Willpower affects all classes, so the second one (Dragon Hunter?) would be better for a warrior (slightly) and the first (Arishok?) would be better for rogues and mages. But really, it's barely different.
But the 2nd one gives 9.5% attack% while the first gives 10% attack%? Or does the 2nd one round up?

I honestly don't know if they round up, but if not, that's correct. So, 20 damage and 9.5% attack, or 19 damage and 10% attack. Very similar. So I guess just decide if you like a small boost to critical chance and magic defense, or a medium boost to critical damage and guard damage bonus.

That depends on your base damage, but it really will be almost identical. Take whatever your base damage is (without a vitaar), then add either 19 to it, or 20, then the same with your attack% and see what happens. And remember, that's only for warriors, however.

As pointed out, an absolute answer in a vacuum isn't very useful. What's your Crit Chance? Are you at the point where Magic Def is important?
Min/max optimization needs to be in context.
But if you really want an absolute answer, here's the damage formula:
final_damage = (base_damage * rand(0.95 to 1.05) - armor * (1 - armor_penetration))
* (ability_multiplier)
* (1 + critical_damage_bonus + flanking_bonus)
* (1 + attack_bonus + damage_multiplier + type_bonus)
* (1 - magic_resistance)
Fill in the relevant numbers and set everything else to zero. Normalize the random value to 1.0.
EDIT: Ok, I admit that curiosity got to me. If I assume crit chance is 1% and crit damage is 1% as a baseline, I get this.
19 * (1 + ((0.01 + 0.04) * 0.01)) * (1 + (0.08 + 0.02)) = 19 * 1.0005 * 1.1 = 20.91045
20 * (1 + (0.01 * (0.01 + 0.08))) * (1 + (0.05 + 0.045)) = 20 * 1.0009 * 1.095 = 21.91971
This would also depend on whether you plan to have Varric as a main party member or not. If so, crit chance will help him greatly, if not, it is just as useful as it is on everyone else.
