So I went back to single player to do the Citadel DLC. The Drydock sequence started and I got to the end. I completed the final combat in the cargo bay; other Shepard has zero medigel and can't be found anywhere. All the enemies are dead, but the scene won't end. Now and then, an enemy appears, but is quickly killed, but the scene won't end. I switched down to "narrative" difficulty, but the scene still won't end.
How do I get this scene to end?

Have you tried going back to an old save and replaying the scene again?
I've encountered the same problem. I waited quite awhile, but the game never recognized completion - so I loaded a save and did it again.
I don't think this specific problem ever happened to me, but I would do as above and reload a previous save from before going into the cargo bay.
I also , sometimes run into an issue in the last battle for grissom academy. some cerbs get stuck in the ceiling and I cant shoot them, nor will the scene commence. always have to reload.
I discovered the problem. You aren't allowed to kill Brooks. She is needed for scenes after the clone is dealt with, so she has to be alive for the whole battle.
