OK, so I made a bow grip that is lvl 5 from a Tier 1 grip schematic. I also made a lvl 13 bow(grip and rune slots) from a Tier 2 bow schematic. So my question is why can't I modify my bow with the grip I just made?

Where are you having the issue? When you pull up the bow in the modify weapon station can you see the bow and grip? If it's equipped you have to be on the person using it.

I don't see the bow when I go to the modify station.

Hmmm, I would first just double check it has a grip slot and then no one is using it (or scroll to the person using it). If it still doesn't show up I would try recreating the bow. Maybe there was a glitch when this one was made.
