I believe that there was a discussion about this topic a few years ago, but at the time, there was no definitive answer:

 

With the Spectre Master Gear, do you know what the "HMW" prefix means? Some players have suggested that it means "Her Majesty's Weapon" (similar to the 007 film, On Her Majesty's Secret Service ). I searched the Mass Effect  Wiki, but it does not have the answer.

I think it's like this:

 

H for Human (Spectres have equipment tailored for different races)

M for Master

W for Weapon

 

Other letters are for equipment type.

P for Pistol

A for Assault Rifle

SR for Sniper Rifle

SG for Shotgun

BA for Biotic Amplifier

OT for Omni-Tool

"Human Master Weapon" certainly makes more sense than "Her Majesty's Weapon." Thank you!
