That part is definitely in there, because I went through it. Now I picked all the same answers as the actions I did in ME1, so maybe what she was saying is that it doesn't actually save your new choices if you change them. Except for my statement above.

Since I played ME1 on my 360 and I really want to be in control of my choices, I have no choice but to run through a couple of scenarios on ME1 PC. A saved game generator would have been very cool.

There are a TON of small details from ME1 that turn up in ME2, and this is what makes a FULL generator problematic. People know about the Council and Wrex decisions, but there is one particular person(criminal) in ME1 that Wrex will kill(in ME1, not ME2), even if you choose to let the guy go. Now, his survival may be minor, but if he survived ME1, he does show up in ME2. Paragon/renegade make it across as well.
The list of little things from ME1 that get imported also includes things from different quests. If someone is killed in ME1, they don't show up in ME2. If you save someone, they may show up. Other decisions also may be picked up in the import to ME2 even if they are not used for all we know. The reason I suggest this is that there may be others you run into in ME1 that don't show up in ME2, but who might turn up in ME3.
I suppose that Bioware COULD make a very basic tool to let people select the major stuff from ME1, but the game might need to be patched to handle the case of certain people in the game world who live or died in the first game based on the player never doing them. Paragon/Renegade as well could play a part in such a tool(so high paragon would save more people, high renegade would have them be dead).
