So, I just finished my first 2h Reaver with 60 hours played. Had a good time, but want to roll a rogue on nightmare and take a break from Reaver. My question is; if I am going to start over is it worth it to get JOH now or should I just wait till I want to continue my Reaver? Does DLC add any story content or crafting addidtions prior to going to new zone?

Well they recommend level 20 to play JoH and you probably need to be around level 17 before you have a serious chance of completing it. I'd wait until your new toon was around that level or you want to go back to your Reaver before buying it.
