Which requisition you get is random (there are usually about 4-8 different requisitions per area), but they are all repeatable, yes (they exist only for grinding power, so you can keep filling them as much as you need).

It's also a good way to use up lower tier crafting materials for fun and profit. It doesn't mean as much at higher levels, but mid level, access to higher tier perks is cool.
