I heard tier 2 is at Skyhold. Where do you find tier 3?

Also at Skyhold. It'll show up in the Special Shipments chest after you advance the main plot far enough (completing both HLtA and WEaWH, if memory serves).

Tier 3 Unlocks after completing Here Lies the Abyss & Wicked Eyes and Wicked Hearts, I.E. end of act 2 of the game.
Special Shipments chest is in the Undercroft of Skyhold
They're rubbish though IMO and you normally have better gear or schematics by the time you get them, I find in my PTs
