[RESOLVED; feel free to delete mods :D]

This is my first playthrough so please try to be as minimal with spoilers as possible. Sorry if this subject comes up often (which I'm sure it does) but I may have an issue and Google wasn't helpful :( Putting it in a list—hopefully it'll be easier to read...

- I spoke to Cullen when I reached Skyhold and received Before The Dawn first (is that supposed to happen before Perseverance?).

- I was able to talk to him about lyrium and advise him not to take it...before I completed Wicked Eyes and Wicked Hearts or Here Lies The Abyss.

- The wiki stated that you should be able to romance him after he fights with Cassandra or something like that but that never happened (the scout/agent wasn't at his office—he always was).

- Because there was no romance option, I started over (before I spoke to him) and completed Here Lies The Abyss since the wiki states you only need to complete one of the main quests.

- Still no romance option after completion.

I'm planning on completing Wicked Eyes and Wicked Hearts right now but I'm getting pretty discouraged. I don't know what I did wrong. Does the Perseverance romance scene even matter—is there an alternative romance scene to take its place? Will I still be able to romance him after Wicked Eyes and Wicked Hearts is complete? Even if I don't get the romance option during Perseverance, will I still be able to romance him (provided I tell him not to take lyrium)?

Thanks and sorry this is so long x_x

Have you taken all flirt options with him? The two in haven and the one during the chess game?

I think it will be easier to figure out if you say what romance/flirt scenes you have had with him already. :)

I did the one where you smile at him and asked him if he took a vow of celibacy. Then in Skyhold, I told him I was glad he made it out alive and he promised it wouldn't happen ever again. But that's it.

Chess scene? ...no there was no chess scene  :? how do I trigger it?

Okay, well when you first arrive at Skyhold cullen is outside, you can talk to him there and flirt with him.

At some point, repairs get made to Skyhold and cullen will then be located in his office. I'm pretty sure that is when the chess scene should trigger. Either the first or second time you go to his office to talk to him.

Yeah, I got to flirt with him when he was outside but the two scenes that triggered at his office were his quest missions with no romance option :( Did I miss my opportunity then?

its is also really important that you take all flirt options with Cullen and Josie as they are Advisers and don't work on approval rating like the companions.

Mmm, okay. Should I go ahead and grab Perseverance (with no Romance option) again and come back and the chess scene will trigger? IIRC, on my very first interaction with this whole debacle, I spoke to him in his office again and it was like a regular bubble conversation. Or maybe I have to leave the area and come back? I don't know *cries*

I hope I can pursue this ;~; I've never had a romance become so stressful LOL Thanks so much for helping me btw.

I'm pretty sure that's not the case because I know some have left flirting til later on like after Perseverance so it takes a "we were friends first & then grew into more" headcannoning

Did you actually complete the 'Before the Dawn' quest? I've romanced Cullen three times now without any problems and that mission is the first one I do after getting to Skyhold. It might make a difference.

Have you tried leaving Skyhold and then coming back?

The two things I can think of are either

1) you've somehow got into a romance with someone else (I think Solas can actually lock you out if you're an elf & flirted with him - he doesn't get the "start a romance" with him I don't think - correct me if I'm wrong)

2) Sounds like the game is bugged tbh

Which race are you playing? Cullen can be romanced only by Human or Elf females.

Should that matter since it's only available to those who side with the mages?

Hopefully Boom can help you :) (cause Im hopefless lol)

You can romance Cullen:

1) if you are a Human or Elf female

2) doesn't matter if you side with Mages or Templars --> If you side with Mages, he will give you Before the Dawn, but it doesn't really affect the romance

3) you have to tell him NOT to take lyrium

4) you can't flirt with other female romance options (I was flirting with Cassandra and Dorian, but I didn't have any problems) because Cullen KNOWS everything (even what's happening in the Inquisitor's bedroom)

5) you have to choose the 2 main flirt options (the one in Haven and the one during the chess game immediately after Skyhold)

If you fulfill all these requirements, you should get the first romance option with the kiss scene after the arrival in Skyhold.

P.S. The chess game should be triggered quite immediately once Cullen moved to his office.

Actually, he can stay on it but you have to tell him you'll "find a safer way" after all of this.

This YT shows him staying on lyrium & the options in the armoury

Ok, but he softens if he doesn't take it at all...

Moreover, in the chapel scene before the final battle you get the flirt options if he doesn't take lyrium, while there's no option if he still takes it, even if it's temporary.

As I recall personally never taking any of the flirt options with Cullen and I still get the option to begin a romance with him at Skyhold (the scene where you get your first kiss with him), even though I'm currently locked in a romance with Iron Bull. Your game sounds like it might be bugged, or maybe mine is bugging. I couldn't be sure. :P

Are you playing a race he's open to romancing (he's race-gated)? You can only romance Cullen with a female Elf or Human.

If you took all flirt options thus far, you should have progressed far enough in the game to the point where you could open up a romance with him, especially if you're at the point of Wicked Eyes and Wicked Hearts. I'm afraid you might not be able to open a romance once that is finished since you've already done Here Lies the Abyss. And as for the chess scene, it should have triggered shortly after he moved into his office, I believe it's the cutscene right after he mentions that he's no longer an active Lyrium user.

(If you're in a relationship with him already, after both Here Lies the Abyss and Wicked Eyes and Wicked Hearts have been completed you should get a scene where you can commit to the romance or break it off - that is why I said you might not be able to start one with him...)

Whether he softens or not is not relevant to the romance being pursuable, though, the key point is that if you tell him you'll find a safer way, your romance continues the same way. It actually doesn't make that huge of a difference on his personality anyway, the only different scenes are the forge and the chapel one, the rest of the romance plays out just the same. In any case, making him quit lyrium is not a decisive factor or condition for the romance - the way you handle the next quest is what determines whether the romance continues or ends.

And yeah, there is a flirt option in that chapel conversation if you continued your romance after the lyrium decision. You don't get a flirt there only if you let the relationship end and he's giving you just the normal friendship conversation.
