Leliana: the illusive divine

This is my third playthrough and I have yet to manage to make Leliana divine. In the first game, I did not realise she was an option until too late. In the second, I was unaware you had to support her via Vivienne. Yet this time, I did and still NADA! I read somewhere that acting indifferent to the Chantry can lead to you not being given all the options. Is this the case?

There's a point system around the Divine election, with certain choices and dialogue options awarding points to one of the three candidates. Choosing to back one of the candidates definitely helps, but it isn't the sole determinator in who becomes the Divine.

 

Advocating for change within the Chantry, siding with the mages as free allies and letting the Wardens stay will rack up a lot of points in favour of Leliana.

The only thing I didn't do was side with the Wardens. I did not even get the chance to support her on the War table!

The big points that favor Leliana:

1. Allying with the mages

2. Picking Gaspard and Briala to rule Orlais.

3. Letting the Wardens stay.

 

When in conversation, pick options that support reforming the Chantry whenever possible. That should do the trick.

Is your Inquisitor a believer or non believer?   I'm not sure if this makes a difference but I got 3 different Divines on a conscripted mage run through and when I got Leliana as Divine the only major differences were I kept the Wardens, Leliana was inspired (I'd made sure I stopped her killing her spy back at Haven) and my Inquisitor believed they were chosen by the Maker.    I told Leliana I thought she would make a good Divine but never got the option to support her on the War Table.

 

When I got Cassandra or Vivienne as Divine on the conscripted mage run through, I was a non believer, I banished the Wardens and Leliana was steeled (since I hadn't realised that Haven decision was so important)   Initially I got Vivienne because I forgot to vote for Cassandra.   Then I voted for Cassandra and got her, so my vote made all the difference on that one.    I must admit I was terrified of getting a steeled Leliana because she seemed downright scary.

 

Should just mention that on all of the above I had made Briala ruler of a puppet Gaspard.

 

When I allied with the mages, I got an inspired Leliana as Divine with a non-believer who reconciled Celene and Briala but banished the Wardens.   I don't know how close a run thing that was but it clearly isn't as straight forward as some people might have you believe.

I've had the same problem. I wanted her in the first playthrough but got Cass. Second I got Vivienne (which I wanted) no problem, and now that I was set on Leliana again I got Vivienne out of nowhere even though I never supported her. Leliana appears the trickiest to get for me.

I allied Briala and Celene, but you say that isn't an issue... My inquisitor was a non-believer this time around. There doesn't appear to be any perfect answer here... I verbally supported her but still got Cassandra!

A good place to get a few quick points towards Leliana would be inky's speech after taking up the role of Inquisitor. Either do it because it's the right thing (+5), for your own power (+5, also -1 to Viv or cass), or vengeance (only +1 for Lel, but -5 for Viv). I hope this helps!

In conversation, you have to "insult" the Chantry.  Say !"The Chantry is a rtheoric or the Chantry has not done anything since it's creation by Emperor Drakon,

 

Tell Mother Giselle, the chantry is terrible or useless. All these will put points in Leliana's favor because she is willing to change that and force people into charity.

 

Briala in power also help (Celene/Gaspard does not matter), that way elves, qunari and dwarves will kick the humans out of power an become to chantry's tools.

 

Mages should be free in all conversation help too.

It does matter, because Celene on the throne means points to Vivienne, unless its the Truce.

I think Cassandra is more or less the "default Divine", and it's possible to lock her into becoming elected even if another candidate ends up with more points. That happened to me, the plot flag tool showed her as elected long before the finale even though I had tried to discourage her and told her there are other ways to change things. Which ... makes the nonsensical point system even more nonsensical.
