Recruiting Gaspard's Merc Captain - Why does he never show up as an agent?

So, a couple of times I've gone to Halamshiral (for Wicked Eyes and Wicked Hearts) with the Underworld Knowledge Inquisition Perk.  When talking to Gaspard's mercenary captain in the garden after defeating Florianne's ambush and closing the rift, I get the option to recruit him ("Come work for me.")  I do so, and I get the little "Agent Acquired" pop-up.  (See images below.)

Excellent, right?

Only problem is, when I get back to Skyhold he's NEVER listed as an Inquisition agent on the War Table.  He just doesn't show up.  I can only assume this is a bug.  Has anyone ever successfully recruited him and had him show up later?

I'm on a PC, if that helps.

There are a few agents that you can acquire that don't ever show up at the War Table. Some might be bugs, I'm not sure.

The purpose of the mercenary captain is to unlock options at the conclusion of Wicked Eyes Wicked Hearts. There are three events that, if completed, provide options to you with regards of who you can blackmail in the climax. The mercenary captain is Gaspard's. Empress Celene's is

Spoiler
I forget what the blackmail requirements for Briala are.

If you have all 3, you can choose whichever ending that you like. Whichever ones you are missing will lock you out of the option of blackmailing that particular candidate to rule.

Sure, that's fine.  I actually do use him to blackmail Gaspard - I can do that even if I use the "recruit" function.  But I also want my agent, ya know?  What good is taking that perk if when I use it, I don't get the benefit?  What can I say - bugs bug me.  :P

I have gotten him as a "agent" myself (as well as the other two blackmail people I believe) and they seem to be unlisted too I believe.

Come to think of it I am unsure but I may have an explanation. I think how I spoke to him has gotten me "a agent" but he turned out to only help for blackmailing. I remembered I think being super supportive and told him that I came from his army i think n stuff and how I am gung ho for him so I got him as an agent. On another character my character was unfamiliar with the guy so I wound up getting him to help with the blackmail (despite it saying 'agent aquired') and he wound up not showing up on my list.

I don't think it's a bug forsay but a dialog nonsense type deal. Some of the unique dialog +'s seem to give you unique +'s when you get them. It's dumb but true.

PS: I do agree even when it says 'agent aquired' yet he's not there on your list is dumb indeed.
