Created a dragon staff with three mod spots and crafted the blade and grip for them but it wont let me upgrade them do the tiers of upgrade have to match the tier of weapon

No.  You should be able to put any mod on to the appropriate weapon regardless of tier.  Double check that the upgrades are in you inventory.  If they are and the appropriate parts aren't highlighted in white when you go to the modify weapons table then it might be some crazy glitch.  Without seeing what is actually happening I can't really be of much more help than that.

what kitty said, theres no tier restriction for upgrades
