My party members don't seem to be using Fade Step?

I always make Vivienne the ice queen of the group by maxing out the winter tree and still nothing.

Yeah I've never seen the AI use Fade Step either.

 

What about Fade Cloak from the KE tree? Do they know how to use that?

The NPC Mages use it in my game; it is set to Preferred except on unique occasions (eg; Dragons).

My NPCs use it, but generally to their demise.  They tend to fade step into really bad locations where they die horrible lonely deaths.

I'm 100% sure neither Vivienne or Solas ever used Fade Step, in my playthroughs.

 

As for Fade Cloak, I'm pretty sure Vivi never used it, on the contrary my Quizzy always used it

My mages constantly use it... you have to set it to preferred, as with any dodging skills/spells

As above, I have it set to "preferred," and they use it to evade.

Have you actually assigned the skill (as one of the 8 skills) to the character?  IIRC if a skill is set to enabled / preferred, but is not actually assigned, the AI will not use it.
