There are spoilers ahead, but I assume you don't mind since you're asking a question that can hardly be answered without giving something up. Read at your own risk.
As said above by @Broganinsity, you can have them all working together and at the same time you can avoid the annoying fight with the Grand Dutchess in the Courtyard, instead you can just kill her by stabbing her in front of the entire court once confronting her about her schemes, or have her taken away by the guards. That's the way I did it. Also make sure you don't rat anyone out singly while speaking with Celene, Briala and Gaspard. You can however eventually choose to say they were involved in their own ridiculous plots, and eventually that'll lead to you being able to suggest they work together for the sake of Orlais, and they will do it, albeit begrudgingly.
The details I had during the Quest were 100/100 court approval, 28/30 blackmail, 10/10 Halla Statuettes (not sure those matter, though, unless you plan to unlock every door that requires 'em).

How do I get all of that though? I started out with only like 37 court approval and then I danced with the Grand Duchess and now I am at 10 court approval, and every time I leave the area of attenders I lose even more approval, it seems like nothing I do make my court approval higher, even if it does it's so easy to lose. Ugh, please help me here. Also blackmail, I have 10/30, I can't find anymore. And I found most of the Halla Statues.

I'm not sure whether the following counts as spoiler, so readers beware...
To keep all three alive and make them work together you'll have to collect dirt on all of them so that you have the dialogue options at the end. With Briala and Gaspard it should be easy (just go where the quest tells you to go and talk to as many NPCs as you can in the servant's quarters, palace inner courtyard, etc.), but with Celene you'll need enough halla statues to open her private room in the royal wing, which means you need to save some till near the end (there aren't enough to open all the doors) and won't be able to, for example, get all 3 of Sera's secret stashes if you bring her to the ball.

You can have Celene rule, spare Gaspard (I believe he's exiled) and Brialla's fate won't be mentioned. You can also spend a inordinate amount of time running all over collecting all of those awful deer statues, then collect all of the lblackmail material, and force the three factions to work together. I generally go for option A myself.

Err... your approval sounds strangely low. In my first PT, my Lavellan started out with 35 and ended up the Belle of the Ball - i.e. 100/100 - and I only got about half of the blackmail (didn't have enough patience
).
You need to go mingle with the guests and talk to them. Choose the right options and your approval will go up easily enough. Like I said blackmail isn't absolutely necessary, but if you want to get more, you'll need to spend more time combing the palace. Go do part of the quest and come back to the party and walk around again (and again, and again) to check all nooks and crannies. In my second PT I found secrets lying all over the place near the end of the evening - when presumeably everybody was getting drunk and careless? ![]()

Uh, well, eavesdropping counts as blackmail, your tracker will blink when you're close to either Halla Statuettes or possible blackmail material. You can mingle among the guests as well, (e.g., there will be a man that mentions someone named Phillip, say "Phillip is a jerk" and that will earn you 5 points, there is also a dowager whom you can ask to dance so long as you have a specific perk, which I do not currently have the name of, sorry. And there are guards at a door you will need to enter, tell them to speak with Cullen if they want more stories of the Inquisition/Inquisitor, thus allowing you entrance and adding 5 approval), there are other things, but it'll take too long to put down. Are you able to reload from before the dance? I can key you the options to take so you'll have 100, or close to 100 court approval points.

I found this pretty tricky to do but what it seems like you need to do is socialize with all of the nobles and do the side quests. Also finding the Halla statues are a must unfortunately since they are hard to find. You would also need to "play the game" (spread the gossip around BUT do it correctly) like tell Gaspard what you know of Brialla and Celene, tell Brialla what you know of Celene and Gaspard, and tell Celene of what you know of Gaspard and Brialla. You would also need to snag all three "blackmail agents" it seems like but how to play this hand to keep all three alive I don't know.

There are about 11 or so Halla Stautes actually. I did Sera's quest and got all them all to work together. Those statues are tricky to find. I just did it last night. All 30 blackmail, all the coins collected, Sera's stash found and Celene's bedroom unlocked. You would have to sacrifice blackmailing Celene if you want to open the other rooms (two treasure rooms) you find before you confront the assassin, or if you want to have Celene and Briala make up, which will get Gaspard killed.

I think it's just for power/influence. You throw all 15 of them into the fountain in the garden where you climb up to the library.
EDIT: Mewlss says it's also for court approval. I was at 100 by then so I got power/influence.
And yeah I found an extra Halla at the very end when I jumped through a window before the final fight (if you go through the other door across from it). There's also one down the stairs before you open the doors to the rift scene, and the one in the kitchen on the beams is the one that eluded me for a long time. And climbing up the ladder in the gardens. A coin is there too.

You're going to need to backtrack and scan every freaking area you've been to. New Blackmail info will appear as you progress but you must backtrack to actually attempt to get all of them. The most I've ever gotten was 29/30. You don't need a max amount to blackmail, but it needs to be high enough for you unlock the option to blackmail all three. Total side note: there is still a glitch with the Grand Ball Room and Vestibule door. If you enter like the Vestibule when you're already in the Vestibule, you will be forced into a 3 minute loading screen.

The 30 blackmail is not about the rulers, just extra stuff. Finding the people willing to testify is how you get the three to work together. You will find documents from Gaspard, Celene and Briala, but it's not related.And it's the same with the Templar quest. The doors will get mixed up and you'll get stuck, possibly ruining your chances of saving Barris.H
Hmm, I've always thought it was tied to it, but guess not. Regardless, the Halla Statues are something to savor over.

I thought so too, but Leliana tells you it's not. One night I did a speed-run for fun and just got 6 Halla so all 3 would work together and then ended the quest after the usual fights. 10 minutes tops and it was over!

After you dance with Florianne, talk to the Council Member who said she would talk to you another time. She's in the Ballroom and keeps talking about all her dead husbands. Offer her a dance and the war table option "Dance with the Dowager" will be available. You must have unlocked the Nobility Knowledge perk at the War Table for that option.

Late reply, but I got the option to have them all working together when I played the rest of is earlier. I finished with 90 court approval thanks to mingling, coins and making sure to get back to the party quick enough so that I didn't lose too many points, I also had 10/10 Halla Statuettes.. omg the guy in Celenes room.. and lastly I had 25/30 blackmail material. So thank you all for your lovely help, saved me a lot of time XD
