I played with him twice. Once he actually started the game with a full lobby and another time I dropped into the game in progress. That was a long time ago though, now he always leaves the lobby ... if I don't leave first.
Guy costs me ~20sec each time I'm ending up in his empty lobby, not sure why he does stupid crap like that.

But I think the only reason that happened was cause I managed to weasel my way into a solo game that was ongoing, and he didn't want to quit.

You have to collect 20 "Nuka Cola" bottle caps and then take them to your local newsagent's.
You also get a free (non-refundable) geth scanner.
Edit: Not all newsagents participate....

You have to select the pasted text and set the color to "automatic" (just right of "Size" in the edit bar).
