Probably because his the Garrus of the DA series. A complete kiss ass to the protagonist and some people really love that.

Because it made sense? He already had a connection to Cassandra after DA2, and he feels guilty about everything that happened in DA2 which makes him feel like everything in DAI is his fault. He led Hawke to the red lyrium, to "The Elder One" as he liked to be called, he led Hawke to Anders which led to... You know. He's a walking bag of guilt, who wants to do what he can to fix what he perceives as his own mess.

Because he was a buddy character in DA2, he had connection to DAI's plot and could easily be written in the story. He also seemed to be the only character most (or at least loud) part of the fandom seemed to like. (Like said above, he was like Garrus from the Mass Effect series).
If Hawke had become the inquisitor, Varric would probably have fitted better in the story. He and Hawke are buddies after all and he seems the type who would follow Hawke to the end of the world. They'd also been travelling together from the start, which would give Varric more investment of following the Inquisition to the end, even if he and Hawke were in a rivalry relationship.
Varrics companion quest would also fit better with Hawke, who's had 10 years to wonder who the void Bianca is. Hawke also has a 10 years history of dragging Varric to do dangerous things, so Bianca's eyeball threat would have been less out of the blue.
Meanwhile the Inquisitor doesn't really know the depths of Varrics obsession with his crossbow and seeing her namesake feels more like a : Oh ok. Cool. Was there anything else?
As it stands, I would have preferred having Varric as an adviser and connection to the merchant guild, while having a new companion fill his role. There just isn't as much chemistry between the Inquisitor and Varric as there is between Hawke and Varric and thus his presence feels more forced into the game.

Because he was popular and bioware after dao is obsessed with returning character funnily they still failed with reason why he was with inquisition as in da 2 cassandra released him and then it looks like 10 minutes later she decided nah i will go back for him.

They keep flipping back and forth on that one actually. The writers have no idea with that situation.

Varric was partly the cause of DAI. In DA2: Legacy, he led Hawke to Corypheus unknowingly and revived him, he told Bianca of the red lyrium he and Hawke found and what it did to his brother, and he started off DA2 being interrogated by Cassandra who brought him to Fereldan to help out, and after the conclave he clearly states that millions of people died and he would not sit by and do nothing. He's not that kind of guy. He even said he was a terrible spymaster because he took care of his captives and got attached. He's got a big heart.
As for friendships, he and my Inquisitor became very good friends! If you fight at Haven with him during the attack, he'll even pat your Inquisitor on the back and cheer him/her on when you fire the trebuchet. He will take you out to a few card games too. The bond is not as strong as with Hawke, but he's still a good friend who loyally sticks with you to the end. He also played an important role in Cole's personal quest that I thought it was very sweet how he started to look out for him.
DAI is basically one big sequel to DA2: Legacy or you could say Legacy is the introduction to DAI, and the two people who played the biggest role in Legacy were Hawke and Varric, so they are the ones to appear in DAI.

He might have a place in DAI, but they just had to ruin Varric so completely. The cool bro became a whiny andrastian who actually kept kissing the pc´s ass for being a holy figure. He even admits that.
