A character who is really tied to one of the conflicts in the game comes to mind, since they would be taking Varric's "mandatory companion" slot so is always able to contribute. Like for example, and even though I would hate the character, an Orlesian Chevalier. They could have come with some noble who went to the talks, since we know there were some, and after the noble was killed tries to help stop the Breach and join the Inquisition. They would be able to give us a lot of information about Orlais and what was happening there, rather than the entire OCW only be a single mission and a loose premise for a map.
Meanwhile Varric doesn't so anything like this. That'd be fine if he was an optional character like the others, but he is a mandatory character. The only other mandatory characters are Cassandra and Solas, and they add a lot more to the game than Varric does.
The problem here is that a new character is automatically detached from the red lyrium and Corypheus narrative that Varric is tied to. Had there been a temporary companion in DA2: Legacy in the same manner that Tallis was for Mark of the Assassin, then there would be a stronger argument for having this person appear as part of the inner circle for Inquisition. But this is just a basic concept of a possible character whose motivations and personality lack any definition. This hypothetical character has no more potential to do more for the story than Varric did, but also lacks the tie to Hawke and has zero knowledge of Corypheus, since the only people that were there to witness him were the now dead Wardens, Larius or Janeka, who became Cory's escape vehicle, Varric, Hawke and potentially two other companions, some of whom can be killed later in the game.
As for Solas, it's not really a fair comparison, since Solas is basically part of a much bigger plot that we've yet to determine, and he may potentially be a villain. Ultimately, his mandatory companion status serves to give this more of an impact, but in this game, Morrigan steals his thunder when he would have contributed the most, and the only time he's actually needed for anything was to determine that the mark can seal rifts.
I have no objection of Varric being in the game. I just don´t like what they did with his character. He of all people seemed to come out as a critical thinker with a twist of sarcams. Now, some kind of andrastian whiner. Gone are the witty comments of DA2.
I enjoyed him more in DAI than in DA2 quite suprisingly though and was glad that he was there.
I think red lyrium and Corypheus as main villain ties him in the plot at least in some extent.

I know, God forbid we have one character in the series that isn't a bat **** crazy emotional train wreck that players can actually identify with right?Probably because his the Garrus of the DA series. A complete kiss ass to the protagonist and some people really love that.
I did not enjoy Varric at all in DA2. I didn't find him funny or at all compelling and the whole 'bromance' with Hawke felt terribly forced to me.
However, that all changed in DAI. I still don't find Varric himself that funny, but his presence does lead to some humourous scenes, mostly with Cassandra. He seemed much more real and relateable and I was actually looking forward to content with him. Unfortunately, there wasn't all that much of it, it seemed. Even with the Wicked Grace scene, it was more about the other people in that scene. He really is just there. He doesn't get to do enough, I feel, other than introduce Hawke, which seemed more like a retcon of the DA2 ending to me. I know, I know, it's explained and everything and while it was a suitable explanation, imo, it wasn't all that satisfying considering the cliffhanger we got. I noticed a similar problem with Vivienne, a character who doesn't even get to wear her own clothes to the Winter Palace, never mind get her own side quest there like Sera, (seriously, Sera gets a Winter Palace quest and not Viv?!). It is a shame since they were amongst my favourites in DAI, (Viv being the number one all time favourite from the whole franchise).
I think he's just really bitter and sad about what happened in Kirkwall and with red lyrium. He feels responsible for unleashing a lot of suffering, and this is hard on a guy who genuinely cares about people. I still thought he had good friendship moments like the hug and Wicked Grace. And some humor like running circles around Cassandra. This time he takes Cole under his wing like he did Merrill before. All in all his involement was good IMO. It's funny how the writers declined to made Varric a LI because "we didn't want to spoil the character" but for me Varric was totally spoiled in this game: a whiner, useless, with a stupid personal mission and a complete doormat for Bianca.

To be honest, though I love Varric (DAI is basically a continuation of Legacy, so it was obvious he'd be a part of it) the whole Bianca thing? He deserves better. I had hoped the woman named after his beloved Crossbow was someone he deserved, but he could honestly do better, but love is blind and though she loves him too, it's an unhealthy relationship in my opinion.
Now don't get me wrong I like Varric. But he did not fit into this game at all. His whole reason for existing in the plot was to introduce Hawke ( who also didn't really add anything). Otherwise it made little sence for him to be there. You couldn't even really become friends with him this time around. He is just there...

There are several ways I can think of that working him into Inquisition would work, and it's something I'd have liked to see.

Considering his choice in women, I'd say he's pretty crazy.
I'd say Nathaniel is the most sane companion we get.
