I completed Dragon Age: Inquisition months ago and decided to try out Jaws of Hakkon only to discover that, in my forge, everything but the Skyhold customization and armor tinting are gone. No Dagna, no shop to buy recustomization, no armor or weapon crafting! In addition, all the shopkeepers in Skyhold vanished too. I've tried to reloading the game several times, and they haven't come back. What is going on here?

It's a glitch that happens at the end of the game. Try leaving Skyhold and then returning. Everything should be back.

 

I will admit that seeing things disappear like that was... eerie.
