You mean, you can't buy/sell anything, or you can't talk to him?  To buy/sell, click on the table. To talk, click on him.

 

EDIT: Did you get the mysterious arrow and click on it? It's possible that the merchants don't activate until after you get the mysterious arrow, but I'm just guessing. I've always gotten the arrow immediately after being dissed by Lord Seeker Lucius.
