Most of the other tier 4 weapon schematics are actually better than their tier 3 counterparts since even though you can't slot in grips/staff blades/etc. they have proportionally more materials required in their offense slots. Except for staves, where they have around the same requirements as the tier 3 does.

So you get around a 8.5% increase in weapon damage/dps but lose out on 13 cloth worth of offense slots and 8 metal worth of offense slots. If you use the best +attack cloth you get 1.75%*13=22.75% more attack and +attack metal would get you another 8*1.75%=14% attack for a total for 36.75% attack more than the best tier 4 staff you could make. This thread (http://forum.bioware...-and-mechanics/) on how stats work suggests that the attack stat increases damage by auto-attacks and abilities by 1% for every 1% in attack, which means 36.75% more damage, which is a huge difference compared to the difference in base weapon damage of each staff.
