What am I supposed to do/find? I cant go anywhere or find anything to give me a quest. It's just a blasted area and then a snow covered area.

You mean Haven? There are a few quests there, but your main objective at that point is to proceed with the main quest. What does your quest log say?

I think the OP is experiencing this startup bug. OP, is this your problem?
Sometimes, when starting as a human mage, the game will spawn you randomly (in a random location) on the Frostback Mountains map. I've also read something about an issue during the character creation can cause this. And sometimes using a mod for 60FPS could cause it.
