Now that I have gotten the Retrain Powers option in my Prototype upgrade options, I am considering some changes to my lvl 12 Shepard with 24 skill points. I am thinking of maxing out the disruptor ammo to Heavy Disruptor, and I will max out my Combat Mastery to Shock Trooper. That leaves me (4) skill points which I'm not sure how I want to spend.
So far, the disruptor ammo has been the best due to it's ability to hack thru shields and armor. Certainly Incendiary ammo is very powerful once shields are down.
The biggest challenge so far has been attacking the big Mech and the well armored Krogan. The maxed our disruptor ammo seems the best solution.
BTW... it's just 2500 platinum points to remap the skill points and can be done as often as you may want.
I welcome feedback from other soldier class players.

Firstly, it's 2500 Element Zero to retrain, and eeze is extremely hard to come by so be careful. Secondly as you progress in the game, shields become less of an issue and most of the real baddies are protected with armor, that's where Incendiary ammo shines. Also Krogan regenerate, that's why you're having trouble with them, Incendiary stops their regeneration completely. Cyro is another nice choice if you're using anything semi or full auto. Frozen enemies take significantly more damage and a non moving foe normally gets smashed to bits immediately by any of your snipers. Incendiary is kinda useless against mechs though, that's it's significant drawback and it's big.

Where did you get the idea that Disruptor ammo is effective against heavily armored, regenerating krogan? 
As the above post said, incendiary works best on them since it burns armor and stops regeneration. Cryo is useful too if you shatter them with a sniper shot, but I find its usefulness limited when facing many enemies at once since you might not have time to shatter one enemy while under fire. In that case concussive rounds are probably quicker than switching weapons to shatter, but I find them to unreliable to justify sinking points into that skill.
If you can get them (through Advanced Training or imported character achievements), Armor Piercing and Warp ammo are also effective against armor and health, but will not stop enemy regeneration. Their damage per shot is much higher than that of incendiary, however, and Warp Ammo is also good against biotic barriers.
