They're not unique.  I looted a supposedly unique staff somewhere, sold it, and almost immediately looted an identical "unique" staff.

 

Unique does not mean very unusual.  Unique means one-of-a-kind.

I tried for 1 hour and nothing.

And i have the short list perk. I bought all unique itens sold by merchants, left only the thunderstrike. I have to do something before go to caer bronach merchant?

TC, you're probably confusing Unique with Rare. Uniques are purple, rares are blue and there are duplicates.

There are two 'Bloodwake' staves in the game, for fact. A supposed 'unique' item.
