Eeverything worked fine in my playthrough.
ME1 imported chara, did the pijacks first I believe... everything was right.
Now my gf's playing with her chara from ME1, and realized now toward the end that grunt's not loyal, nor the last skill's unlocked... she just got the new costume.

Yesterday she started the suicide mission... she lost Tali's loyalty due to the argue with Legion (not enough par/ren gauge), and checking the squad status before entering Omega4 portal, we found out that Grunt had the loyalty "halo". He's now stated as loyal, still the last power's still locked.

This is my third time playing the game through and I just ran into the Grunt non-loyalty problem. Bioware should fix this.

I've never! had a problem with Gunt's Loyality, but I ALWAYS make sure that I have 10 Talent points to max it out; 10 for PureBlood and 10 for Concussive shot, 0 for incenary ammo (I keep forgetting and giving it one, then points not useable), you can assign 3 x 10 for all except Miranda & Jacob + 0 for the 4th power to use all the talent points, tough choices sometimes! XBox 360, might be different on a PC?

To fix this problem, simply apply some points to the affected team member's abilities and then return to the Normandy. Then the next time you can apply points, the loyalty ability should be unlocked.
...at least that worked for me in the case of Samara. I noticed that I hadn't applied any points at all to her before obtaining her loyalty, so perhaps that triggered the bug. All is well now.

same problem here: done grunt mission, grunt is marked loyal, i got the new costume... but not the power.
on the first playthrought (imported me1 savegame) everything went fine. on the second try (imported me2 savegame) i had this glitch.
i played the game of the pijaks (or whatever they are called) twice: one after talking to the shopkeeper and one after the loyalty mission. fun fact: i did put some points on the unlocked power when the mission finished (via the start menu), then i played the pijacks game for the second time, then i tried to give the manifold to the engeneer (but even if the square is green, if i try to talk to him nothing happens), then i started mordin's mission and chose grunt as companion to find him loyal, no power and the points back.
please fix this! i hope this won't be carried over to me3...

Happened to me, too.
Grunt got the new outfit and the loyalty-status but I can't unlock the Fortification ability.
I'm playing on Xbox with the German version.

I fully agree with the Pyjak theory, since i did not complete that mission on my first playthrough, and therefore did not receive this glitch.
In my second playthrough, I'm fully completing every area before I leave, so naturally I'm not too happy about having to restart in order to get Fortification.

Although I talked to someone playing on PC and he has not had this glitch so I'm wondering if this is a 360 exclusive glitch.

One more with the same problem, got the outfit but no ability. First playthrough with ME1 import was fine, second playthrough had many bugs: collision issues, stuck planet scanning and this one. I have the Direct2Drive version.

No, it's not a 360 only glitch. I'm on my 3rd playthrough and I've run into that problem. I killed the Thresher Maw, talked to the merchant, did the pyjacks and now back on the normandy Grunt is showing Loyal with the new outfit but his Fortification ability is greyed out
Oops, almost forgot, I've got Mass Effect 2 CE (DVD) .

One question, does this glitch affect Grunt's survivability of the suicide mission? I'd hate to go ahead and do all my other loyalty mission just to see it all wasted

Well, don't know what happened or why, but I remember having to quit my engineer playthrough because of the inability to get Grunt's loyalty power and being worried he wouldn't survive the suicide mission, but after a recent update I got when trying to run the game after DL'ing project overlord on my 360, I'm heading to do Jack's loyalty mission and boom, fortification's unlocked.

Turns out the update was just from where I hadn't played in so long I'd missed the previous update. Just happened to be a coincidence. But yeah, now grunt's loyalty power is unlocked for my engineer playthrough.

This shouldn't be an issue if you are running the most recently patched version of Mass Effect 2.
