Well, the Venatori tend to mutter in Tevinter when you're not engaging them.
Veilfire torches make this low-volume chirping noise that kinda sounds like whispering.

The enemies whisper sometimes, but you might also being hearing the skulls from a distance.

Venatori enemies whisper creepily when you're nearby but haven't engaged them yet.
Or maybe you're just possessed by Satan.

Hah! I've been noticing this in DAMP recently. Whenever there is an arcane warrior present (doesn't have to be you)...there is sometimes this random noise that sounds strangely like someone whispering 'do it!' Not pressing any skill buttons, or jumping, or anything other than walking/sprinting around the map. As if AW needed the encouragement... ;D

I was so disappointed he was just another random corrupted templar. All those notes and then 'Rawr Rawr Dead!' Such a wasted opportunity.
And I was sort of worried they might go the Indoctrination/Red Lyrium route but that was just...really not there at all except for those poor miners, seemed like. Even Varric with the shard was just 'Oh, I had my sort-of (not really?) girlfriend make a super-fancy box to put it in. It's great. No one's dead, or crazy, or sprouting lyrium from under their fingernails. Completely not a problem.' *sigh* Whatever, Varric. ![]()

It could be white noise that are picked up by the headphones. The brain can't really understand it so makes it into sounds it knows, like whispering indistinct voices.

I noticed this yesterday playing Jaws of Hakkon. If turned up it is clearly someone talking in a language other than english.

The whispers as the Inquisitor headbutts the demon in the Templar quest says (if played backwards) something along the lines of "get out". Red lyrium has indistinguishable voices, except where in the Fade there is actually a codex entry that states the "We endure" lines. And a lot of people know this already, but can reverse the sounds in the Well to make them understandable.
Most places you find demons, you'll be able to hear soft unknown whispers. In key moments, there are actual words. The voices are real, if you know where to look.

Did you drink from the Well? Pretty sure you hear whispering from that point on throughout the game.

I always noticed the Venatori whispers before you engage them in combat. But then I heard the exact same whispers all over the place in jaws of hakkon - where there are no Venatori. So either they were being cheap and using the same audio file for the Hakkonites, or it's something else....

When certain magic spells are used there is a whispering sound effect - it's especially noticeable in the Witch wood area of the Hinterlands where all the ice-spike things are.
I just figured it's the sound magic makes - spirit voices bleeding through from the fade.
My all time favourite sound effect though is the giggling noise veil-fire makes - it just sounds so happy.
