Maybe this is what happened to all the party banter. It's not missing it's just being whispered. Anyway I hear whispering in my head all day long. So hearing some in game is nothing.

I always noticed the Venatori whispers before you engage them in combat. But then I heard the exact same whispers all over the place in jaws of hakkon - where there are no Venatori. So either they were being cheap and using the same audio file for the Hakkonites, or it's something else....
(I'm going with them being cheap)
When playing JoH I thought I was going mad so made my teenage some come and verify it. I turned it up really loud and it is definiotely someone speaking in a non-english language.
I'll try and cpature it.

I finally got a piece of it. Anyone know how I can load video to the forum, it is an AVI file?
I use imgur for pic's but I cannot see a video option.

This is just when you are walking around and its not whispers but someone talking in a non-english language

Upload it to YouTube and post a link? Not sure if you can embed. Also not sure if YouTube takes .avi files. Been a long time since I uploaded there and I used .mp4 files.
Anyway, I also totally hear that whispering. I first really took note of it in the Western Approach, where it really unnerved me. I also heard it in the Jaws of Hakkon. Not so coincidentally, I wear headphones when I play.

Yes, but you can still be walking around in stealth 
I'm just saying its another possibility to hearing whispers, not that it is the be all end all.

I'll have a go at the YouTube solution tomorrow. After replaying some JoH today it maybe when the JoH Avvars are nearby with a spellbinder.

As someone else said, it's simply indoctrination.
That's because Sandal is a reaper (confirmed in game).

That also explains why this is the first game that doesn't feature Sandal or his father (too busy assuming direct control somewhere in Nevarra).
