I noticed a relic on Solas's desk pulsing with some kind of power or energy. Tried to Google what it might be but nothing turned up. Anyone have any ideas?

It's the same design as the shards we pick up. Given that the note to the Forbidden Oasis is, IIRC, from Solas and his research into them, I'd imagine it is in fact one of the shards.
What I find hilarious is how something that huge counts as a "shard".

It's a shard, like the ones you collect.
When I was down to one shard left for Solasan, I sarcastically asked at my monitor why I couldn't just get the one off Solas' desk instead of some tricky one up some horrible climb.

Okay, thanks for the clarification I couldn't tell because I usually pick them up when I have my camera zoomed out all the way so I never get to see it up close. Makes sense now. Thanks!
