So I started the game again and I am on that point that I need to go to Val Royeaux for the first time. Except that I can't travel there.
I go to the war table and there is val Royeaux with the green thing over it, but the fast travel is grayed out. Is there a quest in the Hinterlands that I have to do before I go there? I have already talked to Mother Teresa and Cullen, he said I sould go there, but I can't. An yeah, I have enough powers. Any thoughts?

Yes, I am. Unless Val Royeaux requires more than 36 powers, I think I am good on that.

What level are you, incidentally? You must have been grinding a hell of a long time to build up 36 Power before going to Val Royeaux.

I am level 7 and Val Royeaux is recommended for level 4 to 7, so I don't know what else I am missing.
I also spoke with Corporal Vale and I did the quest to secure the roads, I am just missing some rifts that are way too difficult at the moment and the merchants hideout.

OK, just to be clear: when you tried to start this quest, you clicked on that little golden fort with the green rift floating above it. Did you then immediately leave the War Table and try to fast travel to Val Royeaux? Because you need to go through a cutscene with Cullen, Josephine and Leliana first before going there.

Yes, I clicked on Val Royeaux, no option to scout, and the fast travel was grayed out. Than I left the war table and tried to go there through the map, but it didn't show up there.
You don't scout Val Royeaux. You just click on the little golden fort, a screen pops up saying "Address the Chantry in Val Royeaux," you hit select, a cutscene plays, you hit confirm and then you're strolling into the city.
If you can't do that, then I can only assume you hit a bug.
That's really odd. I'm trying to think of another prerequisite you might need—maybe talking to Josephine Montilyet and the Marquis in the room to the left at the end of the hall? I don't know. If that doesn't work, I think it might be a bug too.
The prerequisites are going to the crossroads, defeating the attack, talking to mother Gazelle and corporal punishment Vale and getting the necessary four power.
