At the end of act 2 I think I had at least 50% friendship with Isabela (I had the 'Isabela's got your back' passive thing in my abilities) and she came back to give the arishok the book. now I'm in act 3 (and I already completed quite a few quests) and I cannot select her to be in my party, and if I go to the hanged man she's at the bar and acts like a NPC...
did I lose her for good? if yes, why, what did I do wrong?
You should be able to talk to her at the Hanged Man, and get her back after this.
When I talk to her she just says something like 'I found a nice hatshop in lowtown' or something like that, she's like a NPC and no cutscene triggers when I talk to her...
I'm not at home rn, I'll check the quest log when I get home. I really hope it's not a bug...

Isabela's regret is an active quest in my log, but when I go to the hanged man I cannot do it..
I already did both anders' and fenris' personal quests and in between I checked again on Isabela but I still cannot actually talk to her...
I'm going to try and do aveline's personal quest and go back to isabela after and see if that solves it...
I never triggered 'isabela's regret' at the hanged man but after completing 'on the loose' the quest mark for 'no rest for the wicked' appeared on the map so I went to the hanged man, talked to issabela and it started 'isabela's regret' so now she's back in my party
At least you got her back.
